Zakari Biu appears before disciplinary panel •Tension in Nasarawa as SSS barricades roads •Army advises FG not to negotiate with terrorists
The committee, which usually sits behind closed doors, is made up of all the Deputy Inspectors General of Police.
Informed sources disclosed to the Nigerian Tribune that Biu appeared with some of the policemen in whose custody the most wanted terrorist, Kabiru Umar, alias Kabiru Sokoto, escaped.
Nigerian Tribune gathered that his appearance before the Force Disciplinary Committee for negligence is in furtherance to the query issued him last week by the Inspector General of Police, Hafiz Ringim.
The source revealed that the committee seriously quizzed Biu on the circumstances that led to the escape of Umar.
Biu had been queried for negligence and not carrying out the directives of the IGP, to thoroughly investigate Umar and also apprehend his co-terrorists.
The recommendation of the Force Disciplinary Committee would be forwarded to the Police Service Commission (PSC), that has the final decision on Biu’s fate.
Meanwhile, the State Security Service (SSS), in Nasarawa State, has started mounting security surveillance on strategic areas of the state, having barricaded most major roads, including a part of the busy Kwandere road, popularly known as Alhamis market, in Lafia metropolis.
The initiative by the operatives has been having effect on traffic in the state capital with traffic jam being experienced, as the officials explained that the move was to prevent any likelihood of unexpected attack by members of the Boko Haram Islamic sect.
Dagaci Ahmadu, the district head of the area, expressed surprise at the action by the security agency, noting that the area had never been known as a trouble spot for a long time, as he lamented the hardship being faced by the development was causing the people.
According to him, the blockage of major roads in his area had been taking its toll on businesses and that the free movements by school children to and from their respective schools had been badly affected, more so as the traffic had been diverted to the playground of a major school.
He disclosed that the development had prompted some of the youth to plan a protest, adding that their plan was halted by the emirate council in Lafia, which prevailed on the youth to maintain the peace, to allow the elders to intervene.
The district head revealed that officials of the Lafia Emirate Council had to prevail on the aggrieved youth of the area not to stage protest over the issue, saying that the officials had taken a drastic measure to resolve the impasse amicably.
Some teachers in Lafia, who pleaded anonymity, told the Nigerian Tribune that life had not been the same for the school children, owing to the congestion they had been grappling with on their way to school, stating: “Now the children cannot play during break time due to the traffic congestion, which runs through the main football pitch of their school.
The state Director of the SSS, Abubakar Bubuche, in an interview with the Nigerian Tribune said, “the agency resolved to block the road due to the prevailing security situation in the country.”
In another development, the Federal Government has been advised against entering into any negotiations with the Boko Haram sect with a view to ending the menace of violence it engineered, because dialogue is never an antidote to terrorism.
The Chief of Army Staff, Lieutenant-General Azubuike Ihejirika, gave this warning in Abuja, on Tuesday, in his brief remarks at the opening ceremony of the 2012 second seminar on national security with the theme: “Nation Building and National Orientation, Imperatives for National Security,” organised by the Alumni Association of the National Defence College (AANDEC), in collaboration with the National Defence College (NDC).
He said that since the emergence of the sect, there had been incessant threat to the peace, unity and stability of the country coupled with the seemingly helplessness of the security agencies to arrest the menace constituted by the dreaded sect. But the army chief strongly kicked against any attempt to dialogue with the sect. He spared no word for those who justified the terrorists’ actions in the country.
According to him, “No matter and whatever the measure you put in place, we would not get the best result and fast enough unless the society as a whole rejects terrorism without any justification. Those who try to justify act of terrorism, market it, (and) fuel the terrorists. And some do only to discover later that terrorism is not a matter to be negotiated and win.”
In his welcome address, president of AANDEC, Rear Admiral Amos Adedeji (retd), a former commandant of the National Defence College, traced the problem in the polity to the abject neglect of the social economic matters in favour of political grandstanding of the political class, which has now become a threat to national security. He disclosed that it was the resolve of the association to address this oversight that led to the theme of the seminar.
Adedeji cited the emergence of ethnic/religious uprising, in the polity and the attendant problems and tasked the Course 20 of the institution to fashion out a solution to the menace. He accused the political elite of using divide and rule tactics to deny the ruled their inalienable rights.
According to him, “if we continue to accept this divide and rule tactics, and allow the conduct of the affairs of our
country in a way that promotes lopsidedness in the polity, the country will not progress.”
Using the just held protest against the withdrawal of fuel subsidy, Adedeji cautioned the ruling elite against depriving the people of their social expectation, if nation building was the country’s priority.
In his own remarks, the special guest of honour, General Chris Garuba, called for a national conference where all the stakeholders would be free to air their views on the way forward to the problems confronting the country. He faulted those who believe such a conference could lead to the balkanisation of the country. According to him, a country with multi- religious and ethnic groups cannot do without periodical national conference.
General Garuba, a former commandant of the college, also called for the revision of the Constitution with a view to expunging or amending some sections that promote disunity and any other problem in the country an end just as he called for a stop to the idea of narrowing down the issue of security to purely a military affair.
