THE Justice Alfa Belgore Presidential Committee on the review of outstanding issues from recent constitutional conference has said that the recommendation for the merger of the Federal Road Safety Corps (FRSC) and the Nigeria Police Force (NPF) is not advisable.

President Goodluck Jonathan had, on November 17, 2011, inaugurated the committee and charged it with the responsibility of reviewing all outstanding issues on recent constitutional conferences organised in Nigeria.

According to the report, the recommendation for the merger of the FRSC and the Police was highlighted in the report of the 2005 National Political Reform Conference.

Also, the Stephen Oronsaye-led Presidential Committee on the rationalisation and restructuring of the Federal Government parastatals and agencies had recommended the merger of the FRSC and the Police.

But a summary of the policy recommendations of the Alfa Belgore-led committee report obtained by Nigerian Tribune in Abuja, said the merger is not desirable.

The report said: “As the Nigeria Police Force is being refocused for enhanced efficiency, in the arduous task of internal security, crime prevention and law enforcement, it may not be advisable to add the burden of administering the Federal Road Safety Commission to it.

“The Federal Road Safety Commission should be well funded and provided with serviceable patrol vehicles, ambulances, and roadside clinics, for effective road traffic accidents prevention, mitigation and management.

“The committee noted the submissions of the FRSC and recommends that it be strengthened to continue performing its functions.

“The committee also upheld the commission’s prayers for its continuous existence and improved funding. A detail policy paper is attached to this report.

The Stephen Oronsaye committee suggested the merger of FRSC, EFCC and the POLICE to reduce the running cost. Since most of their works can still be carried out under thesame unbrella ie the police. He said that their jobs should be carried out as police but under different department of the police.Take for instance, the EFCC will carry out their investigation, make the arrest where necessary. while the FRSC will still do their jobs as safety officer on our raods. All these will be managed by one body which is the police. The money that would have been used to manage three different parastatals, will now be used to manage one. The other balance will now be reinvested in other area that we need them most.
