Akwa Ibom State governor, Chief Godswill Akpabio, has given the state Ministry of Finance and Accountant-General’s Office up to Friday this week to clear a backlog of May and June salaries owed civil and public servants in the state without delay.

Akpabio, while addressing senior civil and public servants at the Civil Service Auditorium, Idongesit Nkanga Secretariat, Uyo, on the delay in the prompt payment of workers’ salaries in the state, expressed displeasure over the delay.

Akpabio expressed shock that staff of Hospitals Management Board, some staff of Local Education Committee and Judiciary and State Education Board had not collected their May and June salaries while staff of Governor's Office, Deputy Governor's Office, Ministries of Agriculture, Local Government and Chietaincy Affairs and Information and Communications, among others were yet to collect their June salary.

He blamed some permanent secretaries in the state for being responsible for the delay in the late submission of payment vouchers caused by delay in some staff not submitting NUBAN numbers requested by Central Bank of Nigeria to accounts sections of the various ministries for submission to Accountant-General Office.

The governor appealed to the permanent secretaries to forward the payment vouchers with compac disks to the Accountant-General and other relevant quarters for action.

Based on the complaints made by some accounts clerks in late submission of payment vouchers, Akpabio directed the Ministry of Finance and Budget Department to mount a workshop on training and re-training of staff on computer literacy for easy preparation of vouchers.

Akpabio also directed Accountant-General and Commissioner for Finance to distribute the 400 computers to accounts staff for the preparation of vouchers.

The State Chief Executive Officer hoped that the delay in payment of salary won't be repeated in due course and thanked workers in the state for bearing with the government during the period.

The Commissioner for Finance, Bassey Akpan explained that once his ministry gets print voucher from the ministry, it would send to Fund Contro Unit which after the verified copy of the voucher would be sent to the Office of Accountant-General for clearance and subsequent payment to workers.

The Accountant-General in the state, Mr. Udo Isobara blamed the delay on some ministries for sending payment vouchers to his office without attaching compact disks for easy verification by his office.

It is very very bad for a stste like Akwa Ibom to be owing staff salary. If the governor is honest let him investigate this delay in staff salary he will discover that someone uses this money for business at the expense of others. They put the money into fix asset to yield interest for them.

What is all this story of "compac disc" and how on earth will that delay the payment of salary for two months. This is incompetence at its peak and the commissioner and AG should be shown the door. I am the glad the excuse wasn't lack of funds because they would have been shown the prison bars as well.

What is this thing about compact disc? shouldn't they be a central database where an ERP like the people soft can be used? or we looking for opportunity to sit on compact disc and wait for sorting.
