Police Reform: Anxiety Grips Acting IG, Top Officers •As Petitions Flood PSC Panel

Fear has reportedly gripped senior top police officers, including

the Acting Inspector General of Police, Mr. M.D. Abubakar over the planned unprecedented shake-up in the Nigeria Police.

Saturday Tribune learnt that anxiety followed scores of petitions signed and supported with court affidavits as well as anonymous ones being received daily against senior officers by the Parry Osayande panel on re-organisation of the Nigeria Police recently put in place by President Goodluck Jonathan.

“We have scores of petitions flooding the committee on daily basis against the officers even including the Acting Inspector General of Police, Abubakar himself, most of the petitions were being directed against senior officers especially those in the ranks of Deputy Commissioners, Commissioners and Assistant Inspectors General of Police, detailing their various offences with necessary data to back up their claims against the officers,” a source close to the committee told Saturday Tribune in Abuja on Friday.

According to the source,”the panel has commenced work and the members are working round the clock to meet the deadline given to it by the President.”

The source disclosed that some of the affected officers with grievous allegations would be invited to appear before the committee apart from scrutinising their service records before a final decision is taken against any officer.

The source also hinted that the panel had been able to establish prima facie case against some senior officers, who might be shown the way out of the police.

Investigations from the various police formations across the country and the Force Headquarters, Abuja as at Friday revealed that all was not well within the rank and file of the police based on feelers from the committee.

It was gathered that while some of the concerned officers had started lobbying their godfathers to save their jobs, others had resorted to spiritual help from various sources.

A very senior police officer at the Force Headquarters in Abuja who spoke in confidence with Saturday Tribune declared that the imminent shake-up, if religiously carried out, would give the country the needed ideal police force.

HI,PLEASE THIS COMMENT IS FOR POLICE SERVICE COMMISSION CHAIRMAN.SIR IF YOU REALLY WANT TO RE ORGANIZE NIGERIA POLICE,KINDLY PERMIT THE RANK &FILE TO ADDRESS THE PRESS ON THE ISSUE OF RETURN THEY ARE PAYING TO THEIR SUPERIOR OFFICER.I CAN TELL YOU VIVIDLY THAT MOST OF THOSE JUNIOR OFFICER MAKES RETURN OF NOTHING LESS THAN 20,000 PER WEEK FOR THEIR OFFICERS FROM THE RANK OF ASP AND ABOVE.AND WHOSE SOEVER THAT FAIL TO OBEY,WILL BE POSTED AS STATION GUARD OR OTHER BEAT THAT WILL NOT SEE 5 NAIRA THROUGH OUT THE MONTH.I AM SAYING THIS FROM EXPERIENCE.AND IF YOU CAN USE YOUR GOOD OFFICE TO CHANGE ALL THE O/C MSS,BECAUSE THE WAY THEY CUT THE SALARY OF JUNIOR OFFICERS TO ENRICH THEM SELVES IS NOT GOOD.AND I STRONGLY BELIEVE THAT CP OF COMMAND ALSO KNOW ABOUT IT.BECAUSE IS NO REASON SOMEONE WORKING IN EDO,OGUN,LAGOS,ABIA,KANOIMO ETC OF THE SAME RANK WILL BE COLLECTING DIFFERENT SALARY,ARE NOT DOING THE SAME WORK.EVEN SOME STATE COMMAND REFUSE TO PAY PROMOTION ALLOWANCE OF JUNIOR ONES.AFTER THE HAD SPENT 7 TO 8 YEARS ON A RANK.SO SIR,IN CONCLUSION,I WANT TO SUGGEST THAT IF YOU CAN WORK ON MY POINTS,INFACT NIGERIAN WILL PRAISE THE COMMITTEE YOU CHAIRED.
MY POINTS.
1.GRANT THE JUNIOR ONES PRESS INTERVIEW.
2.SENIOR OFFICERS SHOULD STOP COLLECTING RETURNS FROM JUNIORS.
3.CHANGE THE ALL O/C MSS.
4.PAYMENT OF PROMOTION ARREARS.
5.EQUALITY IN SALARY SCALE OR SALARY ADJUSTMENT.

This exercise is long overdue. With Parry Osanyande - a former Police top shot, as one of those shouldered with the responsibility of carrying out this exercise, we hope, the best will come out and the Police given a new image.

I am urging the Reform Panel to take the bull by the horns, weed out confirmed corruptofficers no matter their rank and putin place a responsible, honest and dedicated Police Force that the Nigerian people will have confidence in and be proud of.

The panel members should be careful. Some submissions will surely be mare witch hunting pure on religious bias as exhibited by CAN after the appointment of the acting I G.

Parry Osayende should allow the rain to fall. The Panel should not be the rain-maker to prevent the rain not to come down Heavily. We are in need of the Rain, let it fall. The police force of nigeria is stinking and needs repositioning.

The Nigerian Police is long over due for the reforms as been speculated by the Police reform committee set up by President Goodluck Jonathan.Nigerian Police has become a place where lies are the first thing to learn when joining.The image of the Police has been relegated to the dustbin,one can believe the police seeing an event happening in his presence and at the same time twist it immediately.take the case of the young man killed in the fuel subsidy in Ilorin by the Police and the former IGP Hafiz Ringim telling the whole world that the boy was killed by butchers when the young man was killed by the police another is the recent event that happened few days ago in lagos where LASTMA official known as Oshodi killed a bus conductor,the lagos PPRO was the first to tell nigerians that the boy fell from the vehicle and died why eye witness said that the boy was pulled down by the LASTMA official yet the PPRO lagos command in his office claimed the story was wrong.He was not at the scene of the incident yet he Jaiyeoba Joseph has started telling lagosians and nigerians about the death of the young innocent boy who is trying to make a living from conductor work.Secondly,the spate in which Police men stop vehicles and start to demand unnecessary document and extorting of money is another big shame to the Nigerian Police.This morning as a case study,in front of my house in Mafoluku oshodi,Omilade Bus stop the mobile police men from Makinde blocked the road extorting money from motorist as at 5.30 am with Gun and force.The same thing at Owoseni Bus stop.Is that the Police we all in Nigeria expect?All ACP to AIG during the last IGP tenure should be investigated those found not worthy of beeing in the Police should be retired,The committee knows there salary and anyone who has investment more than his or her salary should be investigated and retired from service so that they wont corrupt other clean officers.The committee should as a matter of urgency open an email service where the identities of corrupt officers more especially those that stay on the road to extort money will be reported and immidiate action taken against them to serve as deterent to other erring Police officers,Thank you.
